CECYDAR previously known as “FIDESCO” is a non-profit organization under Rwandan law created in 1992 from the inspiration of the couple Cyprien and Daphrose Rugamba. The founding couple was compassionate with the street children miserable condition but also impressed by their potential talent and had a heart full idea of supporting them with an intent to help them to become more worthy citizen. "Aba bana bitaweho, aho kuba abaterashozi bazavamo abaterashema" literally translated as "These miserable children, if we support them, can become worthy persons and the pride of the society". After the murder of the founding couple during the genocide against the Tutsis in 1994, their work was sustained by the “Emmanuel Community of Rwanda” also founded by Cyprien and Daphrose Rugamba in 1990, which played a vital role in supporting rebuilding the whole work of CECYDAR. In 2020, after a series of reforms initiated by the government in terms of childcare, CECYDAR redesigned its approach to adapt its interventions with the new government reforms. Currently, it focuses on the rehabilitation of street children as a response to the street children phenomenon and the prevention of delinquency through Early Childhood Development Program (ECD) for below 6 years old children whose parents are casual laborers and After-school programs for 7-18 years old children through traditional dance and sport activities. In addition, CECYDAR supports their parents with family capacity strengthening interventions including self-help groups and association, different trainings, materials and financial support. Since 1992, CECYDAR has rehabilitated 5215 street children, reinforced 870 families, and constructed 28 houses for vulnerable families. From 2018 to date (end June 2022), 676 children were rehabilitated in families and 332 children are supported in education and schooling.
