Fondé en 1998, en qualité d’association locale, le CEI (ex CEIMI) a évolué vers le national en 2002. La création du CEI (ex CEIMI) a été rendue possible, grâce à l’esprit d’initiative, d’une poignée d'opérateurs économiques de la région de la Mitidja, activant tous dans les différents secteurs de la production et convaincus que l'entreprise privée a un important rôle à jouer dans la création d'emplois et de valeur ajoutée en Algérie, qui, profitant de l’opportunité offerte par l’évolution vers une plus grande ouverture à l’initiative associative multiforme des lois algérienne régissant le champ associatif, au tout début des années 90, ont fondé "le Club des Entrepreneurs et Industriels de la Mitidja". Constituer une force de dialogue et de concertation avec les pouvoirs publics pour apporter une contribution au développement économique de l’Algérie, fut la motivation à la création des membres fondateurs. Aujourd’hui, le CEI (ex CEIMI) agit à incarner une Algérie qui tient à se développer et à s’ouvrir, pour se forger une place respectable, au sein de la grande sphère de l’économie mondiale. La volonté de ses membres est de symboliser une Algérie qui bouge, qui évolue au même rythme que le monde développé, et qui œuvre à la densification de ses relations.
